Upgrade kubernetes to v1.13.0 (#3810)

* Upgrade kubernetes to v1.13.0

* Remove all precense of scheduler.alpha.kubernetes.io/critical-pod in templates

* Fix cert dir

* Use kubespray v2.8 as baseline for gitlab
