update HA doc based on group_vars/all.yml
loadbalancer_apiserver_localhost is commented in file https://github.com/kubernetes-incubator/kubespray/blob/master/inventory/group_vars/all.yml#L30 This means it is not set to True and as I have observed, it is no longer the default
