* Adding yaml linter to ci check
* Minor linting fixes from yamllint
* Changing CI to install python pkgs from requirements.txt
- adding in a secondary requirements.txt for tests
- moving yamllint to tests requirements
Migrate older inline= syntax to pure yml syntax for module args as to be consistant with most of the rest of the tasks
Cleanup some spacing in various files
Rename some files named yaml to yml for consistancy
